PETALING JAYA: The fourth rear passenger might get away for not
wearing the seat belt but the driver could be fined for overloading his
vehicle, warned Road Safety Depart­ment director-general Datuk Suret
Singh. He said overloading a vehicle was also a major safety
issue, adding that the back seat was meant for only three passengers
and the vehicle could carry only five persons in total. If seat belt ruling doesn’t get you, overloading will N_10suretsingh Datuk Suret Singh
“If
there is a fourth rear passenger we won’t fine the driver under the
seat belt ruling but there is no guarantee that he won’t be fined under
other laws. “If you overload a vehicle, you’re compromising the
braking efficiency and steering control of a vehicle. Why would you
want to put yourself and your family or friends in danger?” he told
reporters here yesterday after the launch of Pro­ton’s rear seat belt
installation programme that kicked off on Monday for peninsula Malaysia. It will start on Jan 1 in Sabah and Sarawak. On the rear seat belts, he said the maximum fine would be RM300 and the driver would be held res­ponsible. “Only the driver will be fined, not the passenger,” he said. The compulsory rear seat belt ruling will be enforced on Jan 1 next year. Vehicles
which are exempted from the ruling are those registered before Jan 1,
1995; vehicles which do not have anchorage points for rear seat belt
fitting; and commercial vehicles such as buses, taxis and rented
vehicles. Vehicles registered after 1995 that do not have rear seat belts have a three-year grace period to get them installed. Proton
Holdings Bhd chairman Datuk Mohammed Azlan Hashim said Proton would be
installing rear seat belts for free for 226,000 vehicles over the next
13 months. Proton Saga and Gen 2 owners can start making appointments with their Proton service centres for the free installations.
